Finally, a reliable network increases social equity by giving low-income residents affordable mobility.

Opponents argue that roads are very important for economic growth. However, evidence from Seoul and London suggests that reallocating road space to buses and cycling did not harm productivity; it simply encouraged a modal shift. Governments should therefore invest in transit lanes, integrated ticketing, and transit-oriented development around stations. While some road maintenance is unavoidable, pouring funds into new expressways keeps traffic and pollution high. In short, efficient public transport delivers the greatest public benefit and deserves priority.
